
Andhra Pradesh is set to establish India’s first dedicated university campus focused on quantum engineering, hardware infrastructure, and emerging technologies. Backed by a Rs 730.70-crore full grant-in-aid from the Government of India spread over five years, the facility will be developed in the capital region of Amaravati by the National Institute of Electronics and Information Technology (NIELIT), under the Union Ministry of Electronics and Information Technology (MeitY).
The project secured final approval during a Capital Region Development Authority (CRDA) meeting chaired by Chief Minister N. Chandrababu Naidu, formalizing the framework established under a bilateral Memorandum of Understanding signed in February 2026.
Industrial Infrastructure and Specialized Facilities
The permanent campus will occupy an 8.5-acre site in Amaravati, anchored by a specialized Quantum Research, Innovation and Incubation Block spanning roughly 1.25 lakh square feet. Designed to support advanced hardware prototyping and applied physics, the facility will house specialized cleanrooms, nano-fabrication plants, cryogenic systems for quantum state stabilization, quantum photonics testbeds, and high-performance computing clusters.
To bridge domestic design with physical production, the center will build out infrastructure for semiconductor chip design, Electronic Design Automation (EDA) suites, and Assembly, Testing, Marking, and Packaging (ATMP) pilot lines. Integrated incubation suites and secure data facilities will directly link lab developments to commercial technology transfer.
Curriculum and Technical Scope
Academic operations will launch in September 2026 from a temporary facility at Acharya Nagarjuna University in Guntur while construction proceeds in Amaravati. The curriculum spans undergraduate, postgraduate, doctoral, diploma, and executive formats centered on foundational hardware and systems engineering:

Workforce Targets and Academic Consortia
The institute projects training 8,250 technical personnel during its initial five-year buildout. This includes 1,650 students across structured degree tracks and 6,600 engineers in focused technical certifications, with annual capacity scaling to 3,913 learners by year five.
NIELIT is establishing technical partnerships with regional research universities—including IIT Tirupati, IIIT Sri City, Andhra University, and Jawaharlal Nehru Technological University (JNTU) affiliates. These collaborations will support joint semiconductor characterization, curriculum design, and shared laboratory usage to create an industry-ready workforce for India’s domestic manufacturing hubs.
Strategic Alignment
The 8.5-acre Amaravati campus integrates sustainable engineering standards, featuring a 500-bed residential complex powered by solar arrays, closed-loop waste treatment, and electric vehicle infrastructure.
The initiative directly services the strategic mandates of the India Semiconductor Mission, the National Quantum Mission, and the IndiaAI Mission, positioning the capital as an integrated center for physical chip manufacturing, cryptographic security, and advanced compute hardware.
