Torrent Power has rolled out a ₹1,200-crore smart electrical grid across the Dholera Special Investment Region (SIR), establishing dedicated power distribution infrastructure tailored for high-precision manufacturing and commercial semiconductor fabrication. Operating as the sole power distribution licensee for the greenfield industrial smart city, the utility has engineered the transmission network to guarantee 99.99% operational uptime.

Cleanrooms and semiconductor front-end wafer fabrication facilities—such as the Tata Electronics mega fab—operate with zero tolerance for power interruptions, micro-second voltage sags, or harmonic distortion. A single transient voltage dip can ruin entire wafer runs inside vacuum deposition or lithography chambers. To resolve this, Torrent Power has configured the transmission backbone around dual-source 400kV, 220kV, and 66kV substation nodes. The setup incorporates automated dual-redundant feeders that switch immediately to backup supplies if a primary line trips. Additionally, all distribution cabling is laid inside subterranean utility trenches to eliminate climate and storm-related failures, coordinated via real-time SCADA automation for dynamic load balancing and frequency stabilization.

To address operational expenditure, the grid architecture combines base industrial rates with policy-driven incentives. Base tariffs for semiconductor facilities (TP5 category) range between ₹6.50 and ₹7.20 per kWh. With a ₹2.00-per-unit tariff subsidy provided under the Gujarat State Electronics Policy, the net effective cost drops to ~₹4.50 – ₹5.20 per kWh. General manufacturing units qualify for a 15% green energy offset bringing rates to ~₹5.80 – ₹6.40 per kWh, while data centers benefit from a 10-year electricity duty exemption.

The infrastructure delivery model eliminates front-end capital expenditures for incoming manufacturers. Dholera Industrial City Development Limited (DICDL) and Torrent Power deliver plug-and-play substation linkages directly to plot boundaries, removing the need for companies to construct captive distribution substations. Industrial tenants can also source up to 50% of their total power from Dholera’s upcoming 5 GW Solar Park to meet ESG mandates, with utility clearances routed through a 15-day single-window approval system.
