Tata-PSMC ₹91,000-Crore Dholera Wafer Fab Reaches 50% Civil Work Completion

Construction of India’s first commercial mega wafer fabrication plant has achieved a critical engineering milestone, with civil structural work crossing the 50 percent completion mark. Executed by Tata Semiconductor Manufacturing Private Limited (TSMPL)—a joint venture between Tata Electronics and Taiwan’s Powerchip Semiconductor Manufacturing Corporation (PSMC)—the ₹91,000-crore (~$11 billion) facility is advancing toward trial production runs slated for late 2026 to 2027.

Approved under the India Semiconductor Mission (ISM) with 50 percent central fiscal support, the project formalized its financial architecture through a definitive Fiscal Support Agreement signed with the Government of India. The facility is engineered to run high-volume 300mm (12-inch) silicon wafers with a total rated capacity of up to 50,000 wafer starts per month (WSPM) at full scale.

Process Geometries and Silicon Portfolio

Rather than focusing exclusively on high-cost sub-5nm trailing nodes, the Dholera fab is designed as a pure-play foundry targeting high-volume mature and specialty nodes across 28nm, 40nm, 55nm, 90nm, and 110nm. These process nodes constitute the workhorse geometries for the global electronics market, supplying high-reliability silicon for:

Power Management ICs (PMICs): High-efficiency power delivery chips for electric vehicles (EVs), renewable energy inverters, and battery management systems.

Display Driver ICs (DDIs): Controlling automotive digital cockpits, industrial HMIs, and consumer flat panels.

Microcontroller Units (MCUs): Embedded edge control chips deployed in automotive braking/powertrains and industrial automation.

High-Performance Computing (HPC) Logic: Mixed-signal and digital logic for telecommunications hardware and edge-AI compute.

PSMC provides licensed process design kits (PDKs), baseline technology transfers, and wafer fab engineering know-how, while Tata Electronics handles on-site procurement, cleanroom buildouts, and operational execution.

Overcoming Site Geotechnics and Accelerating Utilities

Reaching the 50 percent civil construction mark required specialized foundation engineering. In late 2025, civil contractors executed an extensive foundation redesign to adapt to Dholera’s coastal soil mechanics and saline silt profiles. The fab superstructure integrates deep-piling arrays, thick vibration-isolated foundation slabs (designed to eliminate sub-micron structural oscillations for lithography tools), and Class 1 to Class 1,000 cleanroom bays.

The fab’s location within the Dholera Special Investment Region (SIR) provides access to purpose-built industrial utilities:

Power Reliability: Dual-source 400kV/220kV automated smart grid lines operated by Torrent Power deliver uninterruptible power, supported by subsidized fab tariffs of ~₹4.50–₹5.20 per kWh.

Process Water: Multi-stage water intake connections engineered for high-volume Ultra-Pure Water (UPW) treatment plants and closed-loop recycling systems.

Logistics Corridor: Multi-tier road connectivity linking the four-lane Ahmedabad-Dholera Expressway directly to cargo hubs and the upcoming Dholera International Airport.

The facility is slated to generate over 20,000 skilled direct and indirect engineering jobs, anchoring an adjacent supply base of electronic-grade specialty chemicals, ultra-pure gases, and test houses.
